According to REACH Annex VII column 2, the study does i.a. not need to be conducted for liquids non flammable in air, e.g. no flash point up to 200 °C. Due to the water content, evaporation prior to a possible flash point can be expected, so testing is technically not feasible. Further the formation of gases, i.e. dangerous decomposition products such as cyanides, can be expected after water is evaporated and the solid is further heated, so out of safety reasons testing cannot be performed.
