Applicant's summary and conclusion

Conclusions:
The mean surface tension of the test item diluted at 30.49 mg/L (90% of its hydrosolubility) in distilled water at 20.1 °C was 33.1 mN/m. The test item was considered as surface-active in the experimental conditions used.
Interpretation
Considering that distilled water has a theoretical surface tension of 72.75 mN/m at 20 °C, test items showing a surface tension lower than 60 mN/m under the conditions of this
method should be regarded as being surface-active materials.
Executive summary:

The mean surface tension of the test item diluted at 30.49 mg/L (90% of its hydrosolubility) in distilled water at 20.1 °C was 33.1 mN/m.

The test item was considered as surface-active in the experimental conditions used.
