Justification:

N’-(ethylcarbonimidoyl)-N,N-dimethylpropane-1,3-diamine monohydrochloride is not a PBT/vPvB substance. The substance fulfils the screening criterial for P as under the conditions of the study, the substance was not deemed to be readily biodegradable as the biodegradation observed was < 5% after a 28 day period however the substance undergoes rapid hydrolysis indicating that abiotic degradation is a more appropriate route of degradation. The substance does not fulfil the B/vB criteria as the Log Pow of the test substance was determined using a shake-flask method to be -2.98. Three acute aquatic studies are available for Daphnia (0.41mg Klimisch 2), Algae (5.6mg/kg Klimisch2) and Fish (4.6mg/L Klimisch 1). These values are higher than the screening criteria of <0.01mg/L for fulfilling the T criteria for the aquatic compartment. However, as the substance is classified for repeat exposure toxicity STOT RE Cat 2 the substance fulfils the T criteria
