The PBT and vPvB criteria of Annex XIII apply to all organic substances (incl. organo-metals), but not to inorganic substances (cf. regulation (EU) N° 253/2011 amending REACH Regulation (EC) N° 1907/2006 regarding Annex XIII "Criteria for the identification of PBT and vPvB substances"; Guidance on information requirements and chemical safety assessment Chapter R.11: PBT Assessment).
Thus, phosphine, which is an inorganic substance, is not a PBT or vPvB substance.
