Justification:

A detailed analysis of the Persistence, Bioaccumulation and Toxicity has been brought together into a clear conclusion on whether 4,4'-Isopropylidenediphenol, oligomeric reaction products with 1-chloro-2,3-epoxypropane, reaction products with fatty acids, C18-unsatd., dimers is not a PBT/vPvB substance. An OECD 301F study on the 4,4'-Isopropylidenediphenol, oligomeric reaction products with 1-chloro-2,3-epoxypropane, reaction products with fatty acids, C18-unsatd., dimers indicates it is P. 4,4'-Isopropylidenediphenol, oligomeric reaction products with 1-chloro-2,3-epoxypropane, reaction products with fatty acids, C18-unsatd., dimers has a measured Kows of 2.65, 3.72 and >6.5 which is likely outside the 4.5 cut off value for B and due to reduced bioavailability and difficulties in measuring exposure concentrations (due to the low aqueous solubility) and failure to reach steady state because of slow membrane passage of large molecules.  The acute studies value is greater than the 100 mg/L and does not meet the T criteria. The data show that the properties of the substance do not meet the specific criteria detailed in Annex XIII and, consequently, that the substance is not considered a PBT/vPvB.
