the substance is not PBT / vPvB
Justification:

The substance is a UVCB substance that contains a multitude of individual substances. The main differences between those individual components are different fatty acids originating from the tall-oil fatty acids used to produce the substance. As a consequence of the UVCB status, the standard approach for PBT/vPvB assessment as described in chapter R.11.1.3 of the Guidance on information requirements and chemical safety assessment, cannot be employed for the present assessment.

Instead a Weight of Evidence (WoE) approach is used combining various indicators, results from experimental studies available and physical-chemical properties of the test substance. The result of this WoE analysis is that the test substance does not have to be considered P / vP or B / vB.

Moreover, available results from experimental studies clearly indicate that the toxicity of the test substance to aquatic organisms is well above 0.01 mg/l. Therefore, the substance is not regarded as PBT, since it does not fulfill the T criterion.

The overall conclusion of the present PBT / vPvB assessment is that the test substance is neither PBT nor vPvB.
