The assumption that Flue dust may have a skin sensitising potential, is based on the experience from the use of Portland cement. It is general knowledge that water soluble chromium (VI) is a sensitizer and that water soluble chromium(VI) occurs in Portland cement clinker, the main constituent of Portland cement, as an impurity. The trace content of chromium is due to the ubiquitous presence in naturally occuring minerals, the raw materials of the cement clinker production.

Thus, cement clinker phases are constituents in Flue Dust, even Flue Dust may have a water soluble chromium(VI) content which could be higher than 2 ppm.
