Description of key information

- Skin irritation: In a study equivalent OECD 404 guideline, the test item was slightly irritating to the rabbit skin, all signs were fully reversible.

- Eye Irritation: In an OECD 405 guideline study, the test item showed irritating effects which were not fully reversible within the observation period of 7 days.

Justification for classification or non-classification

- Skin irritation:

3,4-dichlorophenyl isocyanate was neither a primary skin irritant in a study equivalent to OECD 404 nor in a study executed in accordance with Federal Hazardous Substance Act, Section 191.11 (21 CFR 191.11). GHS skin classification criteria are not met in both studies.

- Eye irritation:

3,4-dichlorophenyl isocyanate was submitted to testing in an OECD 405 study. However, the observation period was only 7 days and therefore not sufficient to assess reversibility of effects. Eye irritation/corrosion testing was also executed in accordance with Federal Hazardous Substance Act, Section 191.12 (21 CFR 191.12). The test item induced severe corneal ulceration of a grade 4 and corneal opacity which did not reverse after 21 days. Therefore, a classification as category 1 / H318 is warranted.

- Respiratory irritation:

Based on a pronounced irritation potential of the substance on the respiratory tract found in an acute inhalation study acc. OECD 403, a classification as STOT SE category 3 / H335 (lung, inhalation) is warranted.
