Executive summary:

The study is waived. The study does not need to be conducted because the substance has a low potental for bioaccumulation based on a Log Kow <=3.0. The predicted low bioaccumulation potential is in line with the high observed water solubiity of >190 g/L and supported by the low acute to chronic toxicity ratio observed for this substance. A low acute-to-chronic ratio is indicative of a non-specific mode of action and is often associated with non-systemic effects. This observation is consistent with the known effects of cationic surfactants on aquatic organisms, where toxicity is associated with physical binding to respiratory membranes. This explains the steep concentration curves seen and the lack of intermediate chronic effects on reproduction.
