Justification:

Persistence criteria

Based on all available information, it can be expected that:

-  pinene oligomers will be rapidly removed from surface waters (fresh or marine), principally by adsorption to particulates

-  remaining pinene oligomers in surface waters and those adsorbed onto sediment or soil will subsequently be biodegraded by naturally-occurring bacterial and microfungi.         

 

For these reasons, it is concluded that, based on a weight of evidence, pinene oligomers does not meet the criterion for designation as 'Persistent'.

Bioaccumulative criteria

It can be concluded that a BCF value indicator for the bioaccumulation potential of pinene oligomers is within the range 175 – 6295 and, based on a weight of evidence, it is likely to be closer to the lower bound of this range than the upper. A cautious interpretation of this conclusion leads to designation as 'B', but not 'vB' (BCF >2000 but <5000).

Toxic criteria

The substance does not meet the screening critera to be considered 'Toxic' to the environment, is not classified as a CMR and does not have any STOT RE classifications. As such the substance is not considered to be 'Toxic' in accordance with Annex XIII of the REACH Regulation.

Summary and overall conclusions on PBT and vPvB properties

This assessment of the available data for pinene oligomers indicates that the following conclusion according to ECHA’s Guidance on PBT Assessment (R11) is appropriate:

 

“The data show that the properties of the substance do not meet all the specific criteria detailed in Annex XIII or do not allow a direct comparison with all the criteria in Annex XIII but nevertheless indicate that the substance would not have all these properties and the substance is not considered a PBT/vPvB.”

 

This conclusion accord with the conclusion of the PBT Working Group thatterpenes and terpenoids, turpentine-oil, alpha-pinene fraction is not considered a PBT substance (ECB Summary Fact Sheet, 23/10/2007).

Therefore no further consideration of PBT or vPvB properties is required for pinene oligomers. Specific emission characterisation related to PBT or vPvB considerations need not be conducted.
