According to Regulation (EC) N°1272/2008 (CLP) criteria (Annex I §2.13.4./2.14.4., or as listed in the ECHA endpoint specific guidance on information requirements (R.7a, v4.1, October 2015, §R.7.1.13)), the structure of the substance dtBHP contains oxygen, and this element is not chemically bonded only to carbon, but also to phosphorus, another electronegative element. Hence the screening procedure is inconclusive.

However, published literature data provide information that organophosphorus products, and primarily phosphate esters, are widely used as a flame retardant for textiles and cellulosic products (i.e. combustible materials).
