JUSTIFICATION FOR DATA WAIVING

If the heat developed either by a reaction of the substance with oxygen or by exothermic decomposition is not lost rapidly enough to the surroundings, self-heating leading to self-ignition occurs. Self-ignition therefore occurs when the rate of heat-production exceeds the rate of heat loss.

Testing does not appear scientifically necessary for lead metal on the basis of other existing data for this substance: testing for flammability yieled a result of "not flammable", and no exothermic decomposition was reported during DSC analysis up to a temperature of 600 °C. Furthermore, no self-ignition properties have been observed throughout long-term industrial handling of the substance. Therefore, it can be surmised that lead metal powder and lead metal massive are not ignitable or auto-flammable; futther testing is not required and classification does not apply.
