The TS is clearly non-oxidizing, as its hydrazine nitrogen atoms are in the highly-reduced -2 oxidation state and the pyridine nitrogen is in the highly-reduced -3 oxidation state (Roberts and Caserio, Basic Principles of Organic Chemistry, 1965, p- 671). The chlorine in the -1 oxidation state and is also not oxidizing. Therefore the TS is not an oxidizer.
