Justification:

The registered (parent) substance 1,3-bis(trimethylsilyl)urea (CAS No. 18297-63-7) is not PBT/vPvB based on ECHA guidance R.11 (ECHA, 2017).

Persistence Assessment

1,3-bis(trimethylsilyl)urea hydrolyses rapidly (DT50 < 10 min, OECD 111) to form the silanol hydrolysis products trimethylsilanol and urea. Therefore, the substance is not persistent (not P/vP).

Bioaccumulation Assessment

1,3-bis(trimethylsilyl)urea has a log Kow of 2.72 (OECD 117). Therefore, the substance does not meet the criteria for bioaccumulation (not B/vB).

Toxicity Assessment

Available short-term effect values for the aquatic toxicity to all three trophic levels and the available long-term effect value for algae are above the threshold value of the screening criteria (0.01 mg/L). Furthermore, the substance is not classified for mammalian toxicity. Therefore, the substance does not meet the screening criteria for T (not T).
