Justification:

The PBT Assessment is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2017).

Persistence (P) Assessment:

Reaction mass of bis[2-[2-(2-butoxyethoxy)ethoxy]ethyl] adipate and [2-[2-(2-butoxyethoxy)ethoxy]ethyl](3,6,9,12-tetraoxahexadecyl)adipate (EC 943-330-9) is considered as readily biodegradable. Therefore, the substance is not expected to be persistent in the environment and it does not meet the Persistent (P) or very Persistent (vP) criteria.

Bioaccumulation

The log Pow of the substance is <3. Therefore, the substance has a low potential for bioaccumulation and does not meet the B/vB criteria.

Toxicity (T) Assessment:

Reaction mass of bis[2-[2-(2-butoxyethoxy)ethoxy]ethyl] adipate and [2-[2-(2-butoxyethoxy)ethoxy]ethyl](3,6,9,12-tetraoxahexadecyl)adipate (EC 943-330-9) is considered not toxic (acute E(L)C50 > 0.1 mg/L). The substance is furthermore not classified as carcinogenic, mutagenic or toxic for reproduction nor is there any evidence of chronic toxicity according to the consolidated version of Regulation (EC) No. 1272/2008 (CLP) considering all further amendments. The criteria for “T” are therefore not met.
