Explanation for the modification of the dose descriptor starting point:

A DNEL was not derived since a SCOEL - IOELV value (0.2 mg Mn/m3 for respirable material and 0.05 mg Mn/m3 for inhalable material) has been derived using worker epidemiological and surveillance data.  As with humans and animals neurological effects were the most sensitive endpoint on which the OELs were derived.

The most important effect of potassium permanganate on human health is corrosivity due to its formation of the corrosive potassium hydroxide upon rapid reaction with biological materials including respiratory tract. From the test results presented above, DNEL values for dermal effect could not be derived. Corrosivity of the substance takes effect also when inhaled. Due to the corrosivity of potassium permanganate caused by the byproduct potassium hydroxide formed upon contact with respiratory tract, inhalation test hasn’t been conducted. Yet it is assumed that potassium permanganate is harmful also for respiratory tract. Potassium permanganate has been dissolved in water to study the systemic effects minimizing the corrosive effects (due to the formation of dilute potassium hydroxide, which is less corrosive), this way a DNEL systemic inhalation could be derived.

Additional information - General Population

Ingestion of potassium permanganate when used by end-users is unlikely and can only happen by accident. Exposure of end-user may occur by contact of the substance with skin or by inhalation of it’s dust. Respecting safety precautions, using protective equipment (gloves, mask) sufficiently eliminates risk, because the end-user will treat with only a little amount of the substance.
