Regarding to ECHA Guidance, Chapter R.8, Appendix R.8 -13 in cases where toxicological information and evaluations of health effects used for setting a national OEL are documented and available, this may be used and taken into account in deriving the DNEL. The current legally binding German occupational exposure limit (TRGS 900) for the test substance is 11 mg/m3(2 ppm) with a top limiting exceeding factor of 2 based on the irritating potential of the substance observed in several animal studies as well as workers exposed to atmospheres containing the substance

(Technical Rule for Hazardous Substances 900, German Federal Ministry of Labour and Social Affairs). Therefore, these values are considered as DNELs for the inhalation route as they protect against local effects at the eyes and the respiratory tract, which are the most sensitive effects.
