Justification:

The target substance is readily biodegradable, based on read-across from tall oil and triethanolamine (RAAF-compliant read-across justification document attached in Section 13). Estimated BCF values for the constituents of tall oil and experimental BCF for triethanolamine are much below the threshold of 2000 L/kg. The target substance does not meet the criteria for classification as carcinogenic (category 1A or 1B), germ cell mutagenic (category 1A or 1B), or toxic for reproduction (category 1A, 1B or 2) according to the Regulation EC No 1272/2008; and there is no evidence of chronic toxicity, as identified by the substance meeting the criteria for classification: specific target organ toxicity after repeated exposure (STOT RE category 1 or 2) according to Regulation EC No 1272/2008. All available short-term and long-term aquatic toxicity data show that the target substance is not toxic to aquatic organisms.
