Justification:

Reaction mass of ammonium diaqua[bis(oxalate)]oxoniobate(1-) hydrate and ammonium hydrogen oxalate oxalic acid (1:1:1) dehydrate is not regarded as persistent as the organic moiety is readily biodegradable. For the inorganic moiety the PBT criteria are not applicable. Bioaccumulation is not relevant as firstly, experimentally determined BCF values are well below the threshold values for bioaccumulation (i.e. BCF < 23) and secondly, taking the low log Kow (log Kow -5.12) into account. The substance does not exhibit eco-toxic properties as well, as the NOEC for the most sensitive species is well above the cut-off value for toxic substances (NOEC = 0.352 mg/L). Furthermore the substance is not classified for specific target organ toxicity (Cat 1 or 2), carcinogenicity (1A and 1B), mutagenicity ( Cat 1 or 1B) or reproductive and developmental toxicity in mammals (1A, 1B or 2). The criteria for “T” based on mammalian effects are therefore not met. Thus, the criteria set out in Annex XIII of Regulation (EC) No. 1907/2006 are not met and the substance is considered to be not T.
