Justification:

The substance has no potential for bioaccumulation and persistence according to Reach Annex XIII. There are insufficient data to determine if the substance fulfills the criteria given in Annex XIII for T. However, the substance does not meet the criteria for PBT or vPvB.

The waived toxicity tests of NMDA are not considered necessary based on the following rationale:

Exposure based waiving can be justified for NMDA based on strictly controlled conditions and no significant exposure as laid down in Annex XI section 3.2 (a). A detailed justification is attached to this dossier. The only use for NMDA is that of a monomer in the production of its respective polymer. The registration dossier therefore is amended with a chemical safety report containing the exposure scenarios, which further describes the strictly controlled conditions and the negligible human and environmental exposure to the substance.
