Justification for classification or non-classification

The oxidising properties can be excluded based on chemical structure. Phosphate salts K3PO4, K2HPO4, KH2PO4 are well known and do not have oxidising properties. Since phosphoric acid , potassium salt (2:3), dihydrate (93% purity) is a double salt which does not contain new chemical identity (new chemical bonds) in comparison to K3PO4, K2HPO4, KH2PO4, then it can be stated that phosphoric acid , potassium salt (2:3), dihydrate (93% purity) also does not have oxidising properties.
