Expert statement:

A test substance is considered an oxidizing substance when a mixture of the substance and cellulose in a (1:1) ratio (by mass) spontaneously ignites or the mean pressure rise time of the mixture is less than or equal to mean pressure rise time of a 1:1 reference mixture (by mass) of 65% aqueous nitric acid and cellulose. The composition of the test substance is shown in Section 1.2. None of the components of the test substance does contain groups that act as an oxidizing agent. The oxygen atoms that are present in the molecular structure of the test substance are chemically bonded to carbon or hydrogen. In conclusion, Accelerator (PT 25E or PT 25E/2) has no oxidizing properties.

Conclusions:
From the evaluation of structural features of the test substance, i.e. the absence of structural alerts, it was concluded in an expert statement (in accordance with EC A.21, UN TDG-MTC Appendix 6) that the UN classification procedure for oxidizing substances of Division 5.1 or the EC A.21 oxidising properties test does not need to be applied. The substance has no oxidizing properties.

A statement rather than a full study was considered sufficient to cover this endpoint. The statement was written by an expert in accordance with EC A.21 and UN TDG-MTC Appendix 6 in compliance with the principles of GLP.

Description of key information

Because the test substance does not contain

any chemically groups associated with oxidizing properties,

the UN classification procedure for oxidizing
