The oxidising properties of the substance were determined according to EU method A.17. The reference substance used was barium nitrate as suggested by EU Method A.17. Reference substance - cellulose mixtures and test item - cellulose mixtures (to 90 % in 10 % intervals) were prepared and were loosely filled into the mould, the pile was then ignited at one end. The burning time of the reaction front was measured over a distance of 200 mm after a 30 mm pre-burning way.

The highest burning rate of the three mixtures test substance/cellulose having the highest burning rate was determined to be 2.68 mm/s. The maximum burning rate of the reference substance was determined to be 3.21 mm/s.

Based on the comparison of the maximum burning rate of the reference-mixture and the test item-mixture the substance does not present any oxidising properties.

Justification for classification or non-classification

According to CLP Regulation (EC) No 1272/2008 the substance is classified in one of the three categories depending on the criteria below mentioned.

Category 1: any substance or mixture which, in the 4:1 or 1:1 sample-to-cellulose ratio (by mass) tested, exhibits a mean burning time less than the mean burning time of a 3:2 mixture, by mass, of potassium bromate and cellulose,

Category 2: any substance or mixture which, in the 4:1 or 1:1 sample-to-cellulose ratio (by mass) tested, exhibits a mean burning time equal to or less than the mean burning time of a 2:3 mixture (by mass) of potassium bromate and the criteria for Category 1 are not met.

Category 3: any substance or mixture which, in the 4:1 or 1:1 sample-to-cellulose ratio (by mass) tested, exhibits a mean burning time equal to are less than the mean burning time of a 3:7 mixture (by mass) of potassium bromate and cellulose and the criteria for Categories 1 and 2 are not met.

According to the classification criteria of CLP Regulation, potasium bromate should be used as a reference substance in contrast with the EU Method A.17 where barium nitrate is suggested instead. Even if the reference substance used is different than the one recommended in the CLP Regulation, the substance mixture seems to have a lower burning rate than the reference mixture and thus is not considered to have oxidising properties. The measurement of the burning rate of the substance-cellulose mixture was not feasibe in six out of nine substance-cellulose ratio. The flame of mixtures test item/cellulose 40/60, 50/50 and 60/40 died before start marker. The mixture of test item/cellulose 70/30, 80/20 and 90/10 did not ignite. The highest burning rates of the substance:cellulose mixtures 10:90, 20:80 and 30:70 was 2.68, 1.98 and 1.35 mm/s respectively. These values are lower than the burning rate of the reference-cellulose mixture (3.21 mm/s). By following the EU Method A.17, the maximum burning rate was used for the evaluation of the oxidising potential of the substance instead of the mean value of burning time which is used in the classification criteria; according to EU Method A.17 maximum burning rate shall be considered to be the characteristic oxidizing property of the substance under test.

By comparing the maximum burrning rate of the reference substance-cellulose mixture and the maximum burning rate test substance - cellulose mixture, the substance seems to not have any oxidising properties since the latter burning rate was found to be lower than the one obtained for the reference mixture.

The substance is not classified as oxidising according to the CLP Regulation (EC) No.1272/2008.
