Justification:

Some preliminary information are available regarding the PBT or vPvB criteria:

Persistence: an experimental study indicates that the substance is not readily biodegradable. However, the study showed that the percent biodegradation of the substance after 28 days was near the cut-off of 60% (actual value: 57,8%). Therefore, the persistent potential is not likely to be very high.

Bioaccumulation: an experimental study indicates that the substance has a log Kow less than 0 (an extrapolation of the regression line estimates that the log Kow is about -4.29). This indicates that the substance is not likely to bioaccumulate.

Toxicity: the substance is considered toxic as it is classified Acute Inhalation.4.

Therefore, the substance cannot be considered as PBT or vPvB because it is, at least, not bioaccumulative.
