The surface tension of an aqueous solution of Hatcol 3331 at a 90% saturated concentration was 72.6 mN/m. Temperature of measurement was 20.0 ± 0.5°C.

Based on the criteria as outlined in the guideline, it is concluded that Hatcol 3331 should not be regarded as a surface active material.
