PROCEDURE:

200 mg of the test substance were dissolved in 20 mL of water.

pH of the 1% solution = 2,7.

25,8 % of sulphate ion correspond to 0,26875 mol.

The organic fraction (protonated hydroxyquinoline) is 100 - 25,8% = 74,2% corresponding to 0,50766mol.

The counterion of the protonated hydroxyquinoline is thus 0,25383 mol so the excess sulphate is 0,26875 - 0,25383 = 0,01492 mol corresponding to 1,46 % H2SO4 that justifies the pH of 2,7 of a 1% water solution.
