JUSTIFICATION FOR DATA WAIVING
[No toxicity data are available for soil organisms for 1-propanamium, N-(3-aminopropyl)-2-hydroxy-N,N-dimethyl-3-sulfo-,N-C12-14 acyl derivs., hydroxides, inner salts. As per column 2 (9.4) of REACH Annex IX, in the absence of terrestrial toxicity data, the equilibrium partitioning method (EPM) has been applied to assess the hazard of the substance to soil organisms, thereby resulting in a PNEC soil value of 2.06 µg/kg soil dry weight. Applying this PNEC soil value in the environmental risk assessment showed accepted risk in the soil compartment for all exposure scenarios and given the conservative nature of the EPM, is considered sufficiently conservative for risk assessment. Furthermore, studies show that the substance is readily biodegradable and therefore non-persistent in the environment and has low potential to adsorb to soil based on calculated partition coefficient values, with the main constituent (the propanaminium C12 species) showing a calculated log Kow value of -2.34. Data for the effects of the substance on terrestrial arthropods are therefore considered unnecessary and have been waived.
