According to REACh Annex VII / column 2, the study does not need to be conducted if there are no chemical groups associated with explosive properties present in the molecule.
Based on criteria from:

- UN Recommendations on the Transport of Dangerous Goods - Manual of Tests and Criteria (7th revised edition, 2019), Appendix 6 Screening procedures §A6.3)
- ECHA endpoint specific guidance on Information Requirements (R.7a, v6.0, July 2017, §R.7.1.11),

NO REACTIVE GROUP was identified in the chemical structure.

Then explosive properties are not anticipated, and the acceptance procedure for Class 1 explosives shall not apply, no further testing is required.

In both measurements an endothermic effect (melting) can be observed in the temperature range of 150 – 170 °C. No further thermic effects could be observed up to the final temperature of 500 °C

Due to no exothermic decomposition occuring, further tests for explosive properties did not have to be performed. This is in accordance with the screening procedures for substances outlined in TRANSPORT OF DANGEROUS GOODS: Manual of Tests and Criteria, 7th revised edition, 2019; Appendix 6, 3.3 (c).

Interpretation of results:

Remarks:
The test item did not demonstrate exothermic thermal effects or decomposition when subject to calometric analysis inline with the screening procedures for substances which may have explosive properties prescribed in the United Nation's Transport of Dangerous Goods: Manual of Tests and Criteria, 7th revised edition. This procedure is relevant for purpose of classification according to EU-CLP criteria.
Conclusions:
The test item is not explosive.
Executive summary:

UN MTC 20.3.3.3/OECD 113 – The explosiveness of the test item was determined using procedures designed to be compatible with CLP classification scheme for explosive, according to screening procedure described in UN MTC appendix 6.


 


Aliquots of test item (7 mg) were transferred into glass crucibles under atmospheric conditions.  Each crucible was sealed and reweighed.  The thermal stability each sample was determined Differential Scanning Calorimetry, using a glass crucible containing aluminium oxide as a reference.  Both sample and reference crucibles were heated up from room temperature to 500 °C at a rate of 3 K/min.


 


In both measurements, an endothermic effect (melting) can be observed in the temperature range of 150 – 170 °C.  No further thermal effects were observed up to a final temperature of 500 °C.  In line with guideline requirements a main study was not conducted, calorimetric data demonstrates that the substance is incapable of rapid decomposition with the evolution of gases or release of heat.


 


The test item cannot be classified as explosive in accordance with Commission Regulation (EC) No 1272/2008 (Classification Labelling and Packaging) of 16 December 2008.

Based on chemical structure, no feature associated with explosive properties was identified, which exempts for further testing.


Nevertheless, a DSC screening test (UN MTC 20.3.3.3/OECD 113) is also available: Aliquots of test item (7 mg) were sealed into glass crucibles under atmospheric conditions. The thermal stability was determined vs aluminium oxide as a reference.  Both sample and reference crucibles were heated up from room temperature to 500 °C at a rate of 3 K/min. In both measurements, an endothermic effect (melting) can be observed in the temperature range of 150 – 170 °C.  No further thermal effects were observed up to a final temperature of 500 °C, meaning it fulfills the criteria that the heat of decomposition is less than 500 J/g. In line with guideline requirements a main study was not conducted, calorimetric data confirms that the substance is incapable of rapid decomposition with the evolution of gases or release of heat, i.e. the lack of explosive potential.

Justification for classification or non-classification




The substance fulfills the Regulation (EC) No 1272/2008 (CLP) exemption criteria, therefore no further testing is required, and it is NOT classified as explosive.
