Justification for classification or non-classification

Benzene, tetrapropylene-, distn. residues, sulfonated, sodium salts are incapable of reacting exothermically with combustible materials (e.g. the substance does not contain oxygen or halogen atoms chemically bonded to nitrogen or oxygen), therefore classification as an oxidiser is not warrant.
