FR-370 [Tris (3-Bromo-2,2(Bromomethyl)Propyl)Phosphate] is used as an additive flame retardant predominantly in plastic articles. It is being used mainly for Polypropylene (PP) in stadium seats and PP fibers for external constructions. Samples of polypropylene were used for the blooming experiment as being representative for the materials used in practice.
A method based on Schoniger combustion followed by Ion Chromatography of bromide was used to quantify blooming of two grades of FR-370 from the surface of Polypropylene (PP) after ageing at 70˚C during a period of 35 days. Both grades of FR-370 revealed a similar level of blooming from the PP surface. The results indicate that the potential exposure is negligible.

The study examined:
Two FR-370/PP formulations with different grades of FR-370 were prepared with an FR-370 content of 14%.
The specimens were conditioned at 70°C for 15 & 35 days for blooming evaluation. At each time point, two specimens from each formulation were analyzed for blooming. Bloomed material was swept from the surfaces of the unheated plastic bars immediately after the preparation of the specimen (time 0, first set).
The rest of the plastic bars was arranged on the stand with no contact between them and then placed in a circulating air oven, heated to 70ºC.
The second set of plastic bars was in the oven for 15 days and the third one was conditioned for 35 days. The bloomed flame retardants were swept from the surfaces of the heated plastic bars of the second and the third set immediately after removal from the oven.
The sweeping procedure was as follows: The bloomed flame retardant was swept from the surface of the plastic bar 4 times using a filter paper suitable for Schoniger procedure. The sweeping was repeated a second time with a new filter. As a result, we received two filters for each plastic bar. The number of sweeps was chosen based on previous work.
The analysis was done by Ion Chromatography.
The study results are:
FR-370 bloomed on the surface of PP at 70°C after 35 days.
BFR % of FR that bloomed
FR-370 grade A 0.097
FR-370 grade B 0.088

Conclusion
Both FR-370 grades revealed a similar level of blooming from the PP surface, amounting to an average of 0.09% of the FR that was used in the formulation. The study results indicate that the possibility that the environment will be exposed to significant amounts of FR-370 is negligible.
