The chemical stability of CAS# 297730-93-9 with respect to abiotic transformation processes was assessed with respect to photolytic and hydrolytic mechanisms. CAS# 297730-93-9 was not observed to undergo direct photolysis. Rate constants for indirect photolytic reactions were 2.6 x 10-14 cm3 molecule-1 s-1 for reaction with hydroxyl radical, and 2.3 x 10-12 cm3 molecule-1 s-1 for reaction with chlorine radical. By analogy with atmospheric fate of 1,1,1-trichloroethane, CAS# 297730-93-9 has an estimated half-life in the atmosphere of 1.5 years. The stable ester intermediate products are expected to have longer atmospheric half-lives due to indirect and direct photolysis. The ultimate degradation products are expected to be hydrofluoric acid (HF), perfluorobutyric acid (PFBA), and trifluoroacetic acid (TFA). These acids are water soluble and are expected to be removed by wet and dry deposition.

 

CAS# 297730-93-9 is very insoluble (21.3 ppb in the key study) in water. We proposed waiving of hydrolysis testing according to adaptations to data requirements in column 2 of Annex VIII, in which it is stated that hydrolysis need not be tested when water solubility is extremely low. The chemical structure of CAS# 297730-93-9 does not reveal any hydrolysable groups. Further, given its extremely high Henry’s Law constant, CAS# 297730-93-9 is unlikely to remain dissolved for extended periods of time if released to aquatic systems, and aquatic effect studies would require the use of extraordinary measures to retain this substance in solution. The expected ultimate phototransformation products, HF, PFBA and TFA, are subject to deprotonation in aqueous solution, but have no other labile groups and will not undergo further hydrolysis.

 

Based on these considerations, CAS# 297730-93-9 is stable (i.e., very persistent) with respect to abiotic degradation processes in the environment.
