Justification:

The substance is not readily biodegradable and it is not hydrolysable. Since the half-life in freshwater is more than 40 days it should be considered to be persistent.

The substance does not bioaccumulate. It has a very low log Pow of -3.10 at 20° C.

The substance is not classified as carcinogenic (Cat 1 or 2) or mutagenic (Cat 1 or 2), toxic for reproduction (Cat 1, 2 or 3) nor is there other evidence of chronic toxicity relevant for classification as Xn; R48 or T; R48. The predicted No Observed Effect Concentration for freshwater organisms is based on acute algal toxicity (EC50) of > 100 mg/l (growth rate). This results in a PNEC calculated above 0.01 mg/l using an assessment factor of 1,000, which can be considered as a long-term No Observed Effect Concentration. Therefore, the substance is not toxic according to the criteria included in Annex XIII, paragraph 1.3.
