According to ECHA (2008) guidance on information requirements and chemical safety assessment, chapter R.7a, the flammability has not to be tested for liquids as the flash point is the primary indicator for ease of ignition of liquids. In addition, the substance does not ignite in contact with air or water. Thus, a study for flammability is not required and the hazard assessment for ignition will be based on the flash point of the submission item.
