According to Annex VII of the REACH Regulation EC 1907/2006 the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms). Based on this definition, the registering substance has no chemical group associated to oxidizing properties. Further evaluation has been done on oxygen balance and chemical fragments of the molecule.

Justification for classification or non-classification

According to the definition set out in the CLP Regulation (EC n. 1272/2008), an explosive substance or mixture is a solid or liquid substance or mixture of substances which is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings. Pyrotechnic substances are included even when they do not evolve gases

The test item is not classified because based on the information and review of the substance, it is deemed not to be potentially oxidising, based on the chemical structure, the oxygen balance values and the known experience in the handling and use of substances.
