Justification for data waiving:
the study does not need to be conducted because there are no chemical groups present in the molecule which are associated with oxidising properties and hence, the classification procedure does not need to be applied
Justification for type of information:
In accordance with column 2 of REACh Annex VII, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure. According to Directive 67/548/EEC (DSD) criteria (as described in the Manual of Decisions for implementation of the 6th and 7th amendments, 2006, §13.2.1), and according to Regulation (EC) N°1272/2008 (CLP) criteria (Annex I §2.13.4., or as listed in the ECHA endpoint specific guidance on information requirements (R.7a, 2014, §R.7.1.13)), the major components alpha-pinene and delta-3-carene do not contain electronegative atoms (hydrocarbons); minor components are structurally similar compounds, so should exhibit no potential either. Then oxidising properties are unlikely for cypress oil, and the classification procedure for oxidising liquids shall not apply, no further testing is required.
