Applicant's summary and conclusion

Conclusions:
In a OECD 115 guideline study using the ring method, the surface tension of a 1 g/L aqueous solution of the substance has been determined as 46.1 mN/m at 20°C. Because this is < 60 mN/m, the substance is surface active according to the EC A.5 guideline.
