This endpoint is specifically needed for organic substances and less relevant for inorganic substances.

If the substance comes into contact with water two different mechanisms perform. Some constituents react with water and form highly insoluble inorganic hydration products. The other constituents are moderately or highly soluble, because they are inorganic minerals or salts. These constituents dissolve and dissociate in water. It can be reasonably assumed that in the aquatic environment these constituents will normally be completely dissociated into its ions as the water solubility is relatively high compared to the environmental background concentration the elements.
