In accordance with Column 2 of REACH Annex VII, the oxidising properties study (section 7.13) does not need to be conducted as the substance is incapable of reacting exothermically with combustible materials, on the basis of the chemical structure. The substance is an inorganic halide but is not an interhalogen with which oxidising properties are commonly associated. Ti(IV) is the most stable oxidation state for titanium (Fisk et al 2010).
