Justification:

The PBT Assessment for 2-(2-ethoxyethoxy)ethyl acetate is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2017).

 

Persistence

2-(2-ethoxyethoxy)ethyl acetate (CAS 112-15-2) is readily biodegradable in view of the results of one study conducted according to OECD 301C (101% (BOD) in 28 d). Thus, the test substance does not meet the screening criterion for persistency and it is not considered to be persistent (P) or very persistent (vP).

 

Bioaccumulation

2-(2-ethoxyethoxy)ethyl acetate (CAS 112-15-2) has a log Kow of 0.74 (OECD 117). Thus, the test substance does not meet the screening criterion for bioaccumulation (log Kow ≥ 4.5) and it is not considered to be bioaccumulative (B) or very bioaccumulative (vB).

 

Toxicity

Acute toxicity tests on aquatic organisms from three different trophic levels are available. No effects were observed up to a nominal concentration of 100 mg/L on aquatic invertebrates and algae. Short-term effects on fish were reported leading to a LC50 (96 h) of 110 mg/L. Long-term toxicity testing in fish and daphnia revealed no toxicity with a No Observed Effect Concentration (NOEC) of 10 mg/L. Moreover, the test substance is not classified for toxicity according to the criteria in Annex XIII of Regulation (EC) No 1907/2006 based on Directive 67/548/EEC and Regulation (EC) No 1272/2008 (2nd ATP). Thus, the criteria set out in Annex XIII of Regulation (EC) No 1907/2006 are not met and the test substance is not considered to meet the T criterion.

In conclusion, 2-(2-ethoxyethoxy)ethyl acetate (CAS 112-15-2) is considered not to be PBT or vPvB.
