Metals and other inorganic substances do not degrade in the environment other than through oxidation or reduction reactions. Ultimately, over time, metals will revert to their naturally occurring oxides and mineral salts. A waiver is appropriate for biodegradation.

Use will be as an intermediate under strictly controlled conditions and further evaluation of environmental movement and distribution has not been conducted at this stage. The fate and distribution of the separate metals present are likely to be the same as for the elements; the first part of any degradation will be dissolution of ions.
