Justification for classification or non-classification
According to Annex I of the EU Classification, Labeling and Packaging of Substances and Mixtures (CLP) Regulation (EC) No. 1272/2008 and according to Chapter 3.2.2 of the Guidance on the Application of the CLP Criteria (November 2012), Skin Corr. 1A should be applied when classification is based upon consideration of pH alone. Since the substance is a strong acid (pKa -4.9) and no additional experimental results are available, HBF4 needs to be classified as Corrosive Cat. 1A, H314 (Causes severe skin burns and eye damage).
Armonised classification of HBF4 is Corrosive Cat. 1B, H314. However, due to classification based on pH, this substance should be classified as Corrosive Cat. 1A, H314
