Description of key information

The test substance is commonly known to be a stable, not flammable salt. It does not contain groups that may react with oxygen, thus is not expected to propagate combustion along a test substance pile, and is therefore considered not flammable. In accordance with Section 1 of REACH Annex XI, testing was omitted because testing does not appear scientifically necessary. The UN classification procedure for pyrophoric solids does not need to be applied because experience in handling shows that the substance does not ignite spontaneously on coming into contact with air at normal temperatures and because of the absence of structural alerts. For the same reasons, the EC A.13 test also does not need to be performed. The substance has no pyrophoric properties. The UN classification procedure for substances which may react with water to emit flammable gases need not be applied because experience in handling shows that the substance does not react with water, because the substance is known to be soluble in water and because of the absence of structural alerts. The EC A.12 test also need not to be performed. The substance is not highly flammable in contact with water. In addition, the marketed product is an aqueous solution of a 30-60% concentration to be used as flame retardant.

Justification for classification or non-classification

Justification for non-classification according to the CLP Regulations (EC) No 1272/2008:

- based on the absence of structural alerts the substance is not flammable by ignition, therefore classification as a flammable solid is not necessary;

- based on the absence of structural alerts and based on experience in handling, the substance does not have to be classified as a pyrophoric solid or as a substance which in contact with water emits flammable gases;

- based on structural features, study results and on experience in handling, the substance does not have to be classified as a self-reactive substance.
