For organic substances (with the expection of peroxides) testing does not need to be carried out for substances if the substance contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon. In EPTC the oxygen is chemically bonded only to carbon, that is why no test need to be carried out.
