Description of key information

OCTANOIC ACID, ZINC SALT, BASIC:
Fatty acids are an important part of the normal daily diet of birds and mammals. Based on data on bioaccumulation of zinc in animals and on biomagnification (i.e. accumulation and transfer through the food chain), secondary poisoning with octanoic acid, zinc salt, basic is not considered to be relevant.
ZINC:
Zinc is an essential element which is regulated throughout the food chain. It does not bioaccumulate/biomagnify. Therefore testing of long-term toxicity to birds is considered not relevant.

OCTANOIC ACID, ZINC SALT, BASIC:

As avian toxicity data are not available for octanoic acid, zinc salt, basic, a read across to insoluble/ slightly soluble zinc substancesis made. It is assumed that after intake octanoic acid, zinc salt, basic is changed (at least in part) to ionic zinc and that only ionic zinc is determining biological activities. The poisonous potential of the fatty acid chain, i.e. octanoic acid, is assumed to be negligible. Fatty acids are generally not considered to represent a risk to the environment, which is reflected in their exclusion from REACH registration requirements (c.f. REACH Annex V (Regulation (EC) No 987/2008)). Zinc is an essential element that is regulated throughout the food chain and does not bioaccumulate/biomagnify. Secondary poisoning is not considered to be relevant in the effect assessment of octanoic acid, zinc salt, basic. The conclusion is in line with the following conclusions for the structural analogue (i.e. Fatty acids, C16 -18, zinc salts) in the EU RAR Zinc distearate (CAS-No.: 557-05-1 & 91051-01-3 EINECS-No.: 209-151-9 & 293-049-4) Part 1 - Environment (Final report R074_0805_env, May 2008, http://echa.europa.eu/documents/10162/08799aec-42c5-44e0-9969-baa022c66db1): "Based on data on bioaccumulation of zinc in animals and on biomagnification (i.e. accumulation and transfer through the food chain), secondary poisoning is considered to be not relevant in the effect assessment of zinc, see further the RAR Zinc metal."

 

The conclusions for avian toxicity of zinc apply to octanoic acid, zinc salt, basic, see the hazard assessment of "Zinc" within the framework of Regulation (EC) No 1907/2006 in Appendix 1 of the CSR and cited in excerpts below.

 

ZINC:

The aim of avian toxicity tests is to provide data for secondary poisoning, if the chemical safety assessment demonstrates the need for such a study (notably relevant for substances with a potential to bioaccumulate and high mammalian toxicity). Zinc is an essential element that is regulated throughout the food chain and does not bioaccumulate/biomagnify. For this reason, the potential for secondary poisoning is not considered relevant (EU risk assessment, ECB 2008), and testing of long-term toxicity to birds is considered not relevant.
