The surface tension of Salt reaction of cobalt(2 +) and C3/C10 carboxylates is not expected. Two tests on the surface tension according to OECD TG 115 were recently conducted for cobalt acetate (carbon chainlength: 2) and cobalt stearate (carbon chainlength: 18), yielding a result of not surface active for cobalt acetate (71.1 mN/m) and a weakly active for cobalt stearate (57.3mN/m). Since the Salt reaction of cobalt(2+) and C3/C10 carboxylates represents an inorganic salt containing anions of acids with carbon chainlength of 3 or/and 10, it can safely be assumed that this substance is of weaker surface activity than cobalt stearate. As stated in the ECHA endpoint specific guidance R7.1.18.1, p.182, a low surface tension (of below 33 mN/m) is one indicator for aspiration hazard. Since the surface active property of the Salt reaction of cobalt(2+) and C3/C10 carboxylates is considerably higher that the given value, further testing is not required (in accordance with regulation (EC) 1907/2006, Annex VII, section 7.6, Column 2).
