The oxidizing property of the Similar substance 01 was evaluated based on the chemical structure. The product is not considered an oxidizing substance.

The registered substance can be considered non oxidiser and the test on the substance itself waived, based on the evaluation on chemical groups, oxygen balance, thermal behaviour, handling and transport experience.

Justification for classification or non-classification

According to the CLP regulation 1272/2008, 2.14.4.1 section, for organic substances the classification procedure for the oxidising solid class shall not apply if:

(a) the substance or mixture does not contain oxygen, fluorine or chlorine; or

(b) the substance or mixture contains oxygen, fluorine or chlorine and these elements are chemically bonded only to carbon or hydrogen.

For inorganic substances or mixtures the classification procedure for this class shall not apply if they do not contain oxygen or halogen atoms.

The substance to be registered failed to satisfy the screening criteria reported in CLP regulation,because it contains oxygen chemically bonded not only to carbon or hydrogen (i.e. SO3-).

However, based on REACH regulation 1907/2006, annex VII, column 2, the study does not need to be conducted if:

- the substance is explosive

- the substance is highly flammable

- the substance is an organic peroxide

- the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms).

According to this second definition, the substance has been not tested because it doesn't contain chemical group associated to oxidizing properties. Further evaluation has been done on oxygen balance and chemical fragments of the molecule.

The substance can be considered non explosive based on the evaluation (Chemical groups, oxygen balance, thermal behaviour, handling and transport experience).
