Accidental release measures

Handling and storage

The measures for rigorous containment in place at the start of production are set out as part of the internal process hazard review and include sealed reactor, purged with Nitrogen and open to the boiler house, these measures continue to be in place through the production flow.HandlingAdvice on safe handling : Use personal protective equipment as required.Avoid contact with skin, eyes and clothing.Do not breathe vapours or spray mist.Avoid repeated exposure.Avoid prolonged contact.StorageRequirements for storage areasand containers : Keep in a dry, cool and well-ventilated place.Isolate from incompatible materials.Keep container tightly closed.Keep away from flames and sparks.Keep away from heat and sources of ignition.Store in dry stainless steel containers.Other data : Stable under normal conditions.Details of the production scheme are covered in section 2 – the process is controlled by an automated system which controls the reaction throughout the process, monitoring all relevant parameters including temp, pressure, level also monitoring levels on transfer, each system is backed up with independent controls such as hard wired trips, bursting discs etc.The measures taken to avoid minor release to humans or the environment, 2 possible causes, the sampling process and cleaning of the Niagara filter. During the sampling process, f12 batches are cooled back to approx. 80 ¿C , tap reactions remain at 155¿C , sample is manually taken through a screw valve into a sight-glass. The sample size required for analysis is small approx 1g, but the overall liquid removed including flush is approx 1 litre, excess material is returned to the plant via V210.- this is cover by internal procedure SOP 202-3a. Cleaning the Niagara is normally a weekly task and is covered by internal procedure 204-7a. When performing this procedure there is a potential for contact with Fulcat saturated with Alkylated Phenol.  Alkylated Phenol is classified as Toxic and extremely hazardous, so avoid contact on skin or clothing. The process is carried out using the internal Permit to work system to ensure the plant is drained and isolated. Wearing the correct PPE the filter plates are manually cleaned, the cake is discharged to an open topped drum, which when filled is sealed and disposed off using the normal site disposal process.Samples are taken of the returned overheads for phosphate content, and the final alklylated phenol batch for propylene content. Both these analysis are carried out using Gas Chromatography. These tests are covered by internal procedure 202-3a and 203-2a.All personnel are formally trained and validated against all of the procedures associated with the operation of the plant, this training is subject to a revalidation process – in total for the Isopropylated plant their are 88 procedures. The procedures are split into  6 main categories – 1.Emergency and abnormal 2.Start-Shutdown Operation3.Reaction Operations4.Sampling- Transfer Operation5.Maintenance Procedures6.Tune AccessTransport on the material is through a closed system as discussed in section 2, - these transfers are risk assessed and reviewed using the internal Process hazard review system.
