According to REACh Annex VII / column 2, the study does not need to be conducted if there are no chemical groups associated with explosive properties present in the molecule.
Based on criteria from:
- Regulation (EC) N°1272/2008 (CLP) Annex I, §2.1.4.,
- UN Recommendations on the Transport of Dangerous Goods - Manual of Tests and Criteria (7th revised edition, 2019), Appendix 6 Screening procedures §A6.3)
- ECHA endpoint specific guidance on Information Requirements (R.7a, v6.0, July 2017, §R.7.1.11),
NO REACTIVE GROUP was identified in the chemical structure.
Then explosive properties are not anticipated, and the acceptance procedure for Class 1 explosives shall not apply, no further testing is required.

DISCUSSION:

The pre-tests were not performed as no explosive reaction was expected.

No signs of an explosive reaction could be observed in any of the tests. Therefore, the test item is considered as "not explosive under the conditions of guideline EU A.14".

Additional information

According to the screening procedure described in Regulation (EC) N°1272/2008 (CLP), the structure of the substance does not contain any chemical group associated with explosive properties.

Therefore, no further testing is required.

Moreover, a supporting experimental study for the determination of explosive properties, with regard to sensitivity towards heat and shock (friction not required for liquids) is available. This test was conducted according to previous Directive 67/548/EEC (DSD) classification criteria, so the conclusion cannot be extrapolated to CLP criteria, as the testing strategy and study design differ significantly. Nevertheless the Koenen tube test is common, and the negative result confirms that the substance is not sensitive to heat.

Justification for classification or non-classification

The substance is NOT classified as explosive according to CLP, based on the structural formula, that fulfills the screening procedure criteria.
