Since no experimental studies investigating the short-term toxicity of fatty acids, vegetable-oil, esters with dipropylene glycol (CAS 95009-41-9) to fish are available for this endpoint, in accordance to Regulation (EC) No 1907/2006 Annex XI, 1.5 a read across to the structurally related source substance decanoic acid, mixed diesters with octanoic acid and propylene glycol (CAS 68583-51-7) was conducted. The source substance is characterized as an ester of propylene glycol and fatty acids with chain lengths of C8-10. In contrast the target substance is structurally very similar defined by dipropylene glycol esterified with fatty acids of C8-10. The difference in composition of both substances is the alcohol (propylene glycol compared to dipropylene glycol). However, this difference in composition is not anticipated to be of concern to predict the toxicity of the target substance from available data of the source substance. Data from OECD SIDS indicate a low toxicity for propylene- as well as for dipropylene glycol (OECD, 2001).

The experimental study with the source substance was performed according to EU Method C.1 (GLP) with the zebrafish Brachydanio rerio under semi-static conditions (Scholz, 1995). A Water Accommodated Fraction (WAF) of 1000 mg/L did not result in any effects although oily drops were visible after 72 and 96 h. The analytical determination of the test substance based on TOC-analysis resulted in very different values since the test solutions were determined to be oversaturated; hence the effect concentration was based on the nominal values. Thus, a LL50 (96 h) of > 1000 mg/L was determined and used for the chemical safety assessment.

Based on the available result from one structurally related read-across substance (in accordance to Regulation (EC) No 1907/2006 Annex XI, 1.5) which is characterized by a similar ecotoxicological profile and comparable structure, it can be concluded that fatty acids, vegetable-oil, esters with dipropylene glycol (CAS 95009-41-9) will not exhibit short-term effects to fish up to the limit of water solubility.
