This test method measures the response of a sample to heat and flame under controlled laboratory conditions. It is only one of a number of properties that must be considered when assessing the overall flammability hazard of a sample.

An abnormally low flash point in a relatively non-volatile or non-flammable material is a good indication of contamination of the sample by highly volatile and flammable materials.

Flash point determination is also used to determine labelling requirements for extremely flammable, highly flammable and flammable categories under CHIP (Chemicals (hazardous information and Packaging)) regulations.

The Pensky-Martins closed cup apparatus is recommended for CHIP assessment under EEC directive 92/69/EEC. This is incorporated in the Official Journal of the European Communities (A9 test) L383, volume 35, 29 December 1992. The annex to this directive has been adopted in the UK as an Approved Code of Practice under Section 16(1) of the Health and Safety at Work Act 1974.

The same test regulation ASTM D93 is acceptable for the Classification of flammable liquids (Class 3) under the UN Transportation of Dangerous Goods Regulations & the Globally Harmonized System of Classification and Labelling of Chemicals (GHS) 4th revised edition.
